Commentary: For most of us, using the raw VHF signal from a VOR is a backup technique we'd use only if the GPS system was unavailable or inoperative.
Answer: Yes. In order to safely and legally use the VOR system for navigation under IFR you must have tested the receiver within the preceding 30 days.

The six acceptable test methods are:
1) Bench test by avionics shop
2) VOT +/- 4 degrees
3) A published VOR surface test point on an airport +/- 4
4) A published airborne VOR test point +/- 6
5) A "home made" airborne check point on an airway over a prominent landmark +/-6
6) Airborne dual VOR check +/- 4
