VFR for 400

You are IFR and approaching to land at the airport below. You break out with 5+ mile visibility at 800 AGL. This is when you can first legally cancel IFR and land VFR:

A: As soon as you are below the ceiling

B: When you are 500’ below the ceiling

C: When you are on the ground

What is C, when you are on the ground. Since the airport has a dashed magenta line around it, it has Class E airspace to the surface. You cannot operate VFR in E-to-the-surface airspace when the weather is less than 1000’ & 3 miles unless you have a Special VFR clearance.
